Date: Wednesday 13th November 2024 Venue: North Kyme Village Hall Time: 7.00 p.m.
Present: Cllr G Melbourne, Cllr N Taylor Cllr G Everard, Cllr S Spry, District Cllr Adrain Whittle

1. Chairman’s Opening Address - The Chairman welcomed everyone to the meeting .
The chairman stated that as of next month the District Councillors would do their updates first prior to our Councillors.
001/11/2024 - District Councillor mentioned the email he passed on we would not be able to claim for a SID but we may be able to claim for play equipment or towards improvement for the grounds.
002/11/2024 - Community Emergency Plan needs to be drawn up this can be done by going to the Lincolnshire Resilience Website on www.lincolnshireresilienceforum.org. Look at priority headings also there are duty officers on duty 24/7to help you. Clerk to do this.
01/10/2024 - Stickers for rubbish bins – clerk to order stickers from supplies. Cllr Melbourne Proposed and Cllr Spry seconded and Everyone agreed that clerk would order 50 to start off and it’s a first come first served basis.
2. Apologies for absence and acceptance of any reasons given – Cllr Rue – A/L Cllr Dring A/L Cllr Keys.
Cllr Melbourne reported that Cllr Minucci resigned after last month’s meeting.
3. Declarations of Interest-councillors must declare interests in planning or any items on the agenda. None were declared.
Notes of the last meeting held on 9th October 2024 were Proposed by Cllr Spry and seconded by the Cllr Everard and they were resolved to be true and accurate minutes and signed by the Chairman.
4. Updates from Councillors –
03/11/2024 Slide Repairs – Cllr Melbourne – Clerk to ring insurance company and find out if it’s a repair or replacement. Slide came from Playdays – Clerk to contact them and find out how much a new one would be.
04/11/2024 - Postcode Lottery trust award for the village hall - Cllr Taylor – initially for track but it’s going to cost around £60,000 but now for dog paddock.
05/11/2024 - Doggy Paddock/growing garden – Cllr Taylor reported that has been asked for.
06/11/2024 - Play Park – Cllr Taylor – To look into grants that Screwfix to supply equipment.
07/11/2024 - New Shelter/Repair existing shelter for children – Cllr Taylor – Cllr Melbourne will purchase some felt to repair it.
08/11/2024 - How much do we give to the church and what is the understanding of it? – Cllr Taylor – Under the Local Government Act 1912 the council and churches are separated therefore the council doesn’t give money to the church.
09/11/2024 Convex traffic Mirror for Church Lane – Cllr Taylor - District Cllr Whittle will look into this and contact highways as they can be a bit reluctant to supply these mirrors.
10/11/2024 - Insurance covering playground equipment – Cllr Taylor – The clerk looked into this and the insurance does cover the playground equipment but there is an excess of £250.00.
11/11/2024 – Flowers boxes at either end of the village Richard Tonge has offered to do these for us – Cllr Everard
12/11/2024 - Enhanced Green Spaces – Cllr Taylor – is looking into these grants and will report back.
13/11/2024 - Phone Mast – Cllr Spry – A lot of people have reported at the far end of the village that there is no phone signal and want a phone mast at the end of the village.
Cllr Tayor reported that Mr Taylor can assist Cllr Spry regarding alternatives to a village phone mast to improve mobile phone signal for that end of the village.
14/11/2024 - Mobile phone for clerk – Cllr Melbourne is happy to supply an old phone and will get a sim card next week.
5. Financial Matters & Clerk’s Report
Bank Statement and Spreadsheet Balance – Paperwork was signed as an accurate record.
09/10//2024 - Proposed Budget for next year – to be discussed at next council meeting when we have a full complement of Councillors.
15/11/2024 - Insurance and signage – Insurance company stated which signs should be up and that we could put up other signs up if we chose too.
11/10/2024 - Health & Safety course for Clerk £87 – 29th October 2024 – Health & Safety Policy has been updated – To be adopted next month
13/10/2024 New finance Regs to be adopted next month
14/10/2024 Standing Orders to be adopted next month
16/11/2024 - Health and Safety Policy to be adopted next month
15/10/2024 - Litter picking update – Clerk has applied for it, and we have now received it. – new rules regarding Councillors that have resigned - We are not able to pay them for any service for up to a year after they have resigned. Mr Minucci will continue to do this for free but will pay him after a year.
02/09/2024 - Playing field Policy – Too be adopted - this is to go on the website and it is to give everyone the rules of the playing field. Everyone that was in attendance agreed for the adoption of the policy.
17/10/2024 - Ream of paper and print cartridges for village hall – Purchased
18/10/2024 - What’s app group for urgent messages and emails. Created and it appears to be working well.
19/10/2024 - Arnold Baker book now longer needed as an up-to-date version has been found so this saves the council.
6. Expenses –
17/11/2024 - Further invoice for website work by the late Pete Langford we have the choice of paying for the minimum of three hours even though we used an additional 1 hour 6 mins. Which will be £54 plus vat, which is £64.80 in total. We will wait for the invoice and send it back.
18/11/2024 - Cllr Everard - Grass Cutting £25.71 and Hedge Trimmer Battery £34.99 a total being £60.70
19/11/2024 - Mr Panton – Grass Cutting - £23.64
20/11/2024 - Clerk - Stationery ink toner and ream of paper £45.94, Mileage £17.10 Training Hours £114.88 for Health and Safety Course, Back pay on training and working hours on national pay rise = £93.62 tea coffee and sugar =£10.99 minus £6.50 total = £282.19
21/11/2024 - Park signs – Cllr Melbourne - £28.76
22/11/2024 - LALC – Invoice for Health & Safety course – £87.00.
7. Correspondence –
23/11/2024 -Lloyd’s bank – Bank Charges – Lloyds Bank PLC are going to be changing us to a community account and charging the council for it at £4.75 per month from January.
8. Planning
24/11/2024 – Ref HIGP/PLA019.4 Proposed stopping up of part of the public highway being an unclassified road leading to Terry Booth Farm, North Kyme, Lincoln, LN4 4DP – No objections from the Councillors.
