North Kyme Parish Council Meeting

Draft Minutes

Date:  Wednesday 19th June 2024    Venue: North Kyme Village Hall    Time: 7.00 p.m.

Present: Cllr G Melbourne, Cllr S Minucci, Cllr G Everard, Cllr J Dring,  
 
In Attendance Carolyn Barber Clerk & RFO, arrived a little late - Sarah Spry.

1.    Chairman’s Opening Address – The Vice Chairman welcomed everyone to the meeting.

2.    001/06/2024 - Voting of Chairman Cllr G Melbourne was proposed by Cllr G Everard and Seconded by Cllr S Minucci, Agreed by all.

3.    Apologies – Cllr N Taylor, Cllr Alan Rue, Cllr Sarah Lawrence, Cllr Adrian Whittle, Cllr Andrew Key apologies were accepted.

4.    Declarations of Interest - Councillors must declare interests in planning or any items on the agenda - No Declarations.

5.    Notes of the last meeting held on 8th May 2024 were approved as the minutes and signed by the Chairman.

6.    002/06/2024 Sarah Spry was voted onto the council – proposed by Cllr Melbourne and seconded by Cllr Everard.

7.    Vice chairman is to be proposed at the next meeting.

8.    Matters Outstanding – 117/10/23 Play Park floor is reported not up to standard.  A meeting has been arranged for Wednesday 26th June at 11am.

005/04/2024 - Dog Paddock – Cllr Taylor to update on funding next month.  Also, the field may be used for additional parking when required.

001/04/2024 Clothes Bank – Cllr Everard reported that the village hall does not want a clothes bank.

9.    Updates from Councillors: – 

003/06/2024 - Cllr G Everard - a lawn mower is required and it is going to cost £60 proposed by Chairman Melbourne and seconded by Cllr S Minucci. Invoice to be brought to next meeting.
               
10.    Financial Matters & Clerk’s report: - 

83/10/2023 – Drain outside Indian – Clerk to Establish which month this will be carried out.

012/03/2024 - Free portrait of the King – The portrait is now at the village hall office – Cllr Everard volunteered to put up the portrait.

013/03/2024 - Electric charging point in North Kyme – update is that we will get a charging point but it can not be ascertained as to when this will happen. 

004/06/2024 - First Aid at work certificate – Clerk to attend the course.

005/06/2024 - Jamie Cheevers – Clerk to make contact and obtain further information.

006/06/2024 – North Kyme Village Fete on the 17th August 2024, the village hall has asked if we would like to have a stand so the members of public can come and meet the councillors and the clerk.  Cllr Melbourne is unable to attend Cllr Everard and Cllr Spry are attending under a different hat. – To be discussed again at the next council meeting, Cllr Rue and Cllr Taylor to be asked if they can attend.

Financial Matters and Clerks Report – The clerk presented the bank reconciliation    and the bank statement and they match.

05/06/2024 - Policies - Health and Safety policy and Record Retention policy adopted and authorised. The other policies are to be circulated to all councillors then the policies will be discussed next month.

Expenses & Invoices from 

06/06/2024 - Cllr G Everard – grass cutting £31.58 proposed by Cllr Minucci and seconded by Chairman Melbourne.

07/06/2024 - Al Digital - £200 for new laptop for clerk. Prosed by Cllr Everard and seconded by Cllr Minucci.  It was also agreed that the old laptop would be given to Ink and Toner.

11.    Planning Applications – None

12.    Correspondence - Cllr Dring received an email from a member of the public asking about grave listing – Cllr Dring to forward to clerk who will deal with this.
