North Kyme Parish Council Meeting

Minutes

Date:  Wednesday 11th September 2024  -  Venue: North Kyme Village Hall    Time: 7.00 p.m.

Present: Cllr G Melbourne, Cllr S Minucci, Cllr a Rue, Cllr S Spry, Cllr N Taylor Cllr G Everard, Cllr J Dring, District Cllr A Whittle
 
In Attendance Mrs Carolyn Barber Clerk & RFO

1.    Chairman’s Opening Address – The chairman welcomed everyone to the meeting.

2.    Apologies for absence and acceptance of any reasons given – District Cllr Lawrence and District Cllr Keys.

3.    Declarations of Interest-councillors must declare interests in planning or any items on the agenda. There were none.

4.    Updates from Councillors – 

01/09/24 - Playground Inspections – Cllr Everard asked if someone else could take over the inspections of the playpark.  Cllr Melbourne & Cllr Rue volunteered to do this. Cllr Melbourne will draw up the inspection sheets and put them on line.
 
02/09/24 - Playing field Problems – Cllr Melbourne – We had received a complaint from parishioner regarding the behaviour of the football players. The players have been spoken to and Cllr Melbourne will update the rules of the park and the clerk will create the new document.  A vote was taken regarding if the council were to charge for the use of the field.  It was proposed by Cllr Taylor and Seconded by Cllr Rue and agreed by all that the council would not be charging for the use of the field at this current time.

03/09/24 - SID – Cllr Melbourne - Cllr Melbourne has emailed The Lincolnshire partnership and email has been acknowledged. Dis Cllr Whittle will case it up.
    
06/07/24 – Speed signs – Cllr Melbourne – The speed signs will be delivered 21st September 2024.
    
04/09/24 - Pet Signs – Cllr Melbourne – Another  parishioner has asked if pet signs can be put up around the village.  Cllr Whittle will contact NKDC and find out who supplies them. Clerk to correspond with parishioner and update them.

05/09/24 - Flowers and bulbs – Cllr Taylor reported that Parkers give out surplus to requirement bulbs free – Cllr Taylor will contact them in January to get some.  It was proposed by Cllr Spry and seconded by Cllr Rue agreed that we would have a planting session in the village and involve the children.

05/06/24 - Jamie Cheevers – Cllr Taylor Jamie is offering free over 50’s activities, health checks and children’s activities in October.  Cllr Taylor will correspond with Jamie and proceed with this.

02/07/24 – Cllr Whittle has spoken to the partnership team about the lottery and they are going to write a script.

06/09/24  - Cllr Whittle is going to attending the resolute group committee meeting next Tuesday as Ian Fitch is retiring at the end of the year.  Cllr Whittle will also be attending a meeting on the 27/09/2024 to find out who the nominees are going to be.

07/09/24 – Park signs It was agreed that certain things would go onto the signs the council are going to put up it will also need a CCTV and a liability sign. Cllr Melbourne will look at signs to see what type of signs there are and then the council can decide where to put it.  Proposed by Cllr Spry and Seconded by Cllr Rue agreed by all.

08/09/24 – Cllr Taylor has asked the parishioners what they would like in their park and there have been several suggestions : -

•    Outside class room
•    Tennis court – there are tennis courts in Billinghay to be used
•    Monkey Bars – Are not safe and have been taken out of the schools.
•    Zip wires – Not feasible
•    Path on outside of park where people can do laps to walk/cycle/skate a mile.

Mr Dixon is going to give some quotes and Cllr Taylor is getting in bids.

5.    09/09/24 – Cllr Spry has been asked about the signs at the end of the village that need updating with the companies in the village.  

6.    10/09/24 - Notes of the last meeting held on 10th July 2024 were proposed by Cllr  Spry and seconded by the Cllr Rue and they were resolved to be true and accurate minutes and signed by the Chairman.

7.    Report on matters outstanding – 

06/04/2024 - North Kesteven Rural England Prosperity fund. – still gathering information – Cllr Taylor.

8.    Financial Matters & Clerk’s Report

a.    Bank Statement and Spreadsheet Balance – The clerk presented the bank reconciliation and the bank statement and they matched, the chairman agreed and signed the paperwork.

b.    83/10/23 – Drain outside Indian – work has been taking place and continues to be at this time.

c.    04/06/24 - First Aid at work Certificate. – Clerk booked on the course for September 24th and will be attending.

d.    11/09/24 - New finance Regs to be adopted next month.

e.    12/09/24 - Standing Orders to be adopted next month.

9.    Expenses – 

13/09/24 - G Panton for grass cutting and strimmer line - £55.48
14/09/24 - LALC Conference - £48.00
15/09/24 - Clerk Expenses Fuel, Postage and Conference - £131.88
16/09/24 - Cllr Everard – Grass Cutting - £26.73    
           
10.    Planning Applications – None 

11.    Correspondence

17/09/24 Lincs and Notts Air Ambulance – Clerk to speak too Village Hall  

18/09/24 Litter Picking funding – Clerk to look into this.
19/09/24 - Mr Harrop regarding his property and car accidents – Clerk as made contact and put Mr Harrop in touch with the correct person.
20/09/24 – Citizens Advice asking for a donation – Proposed by Cllr Rue and seconded  by Cllr Spry– it was resolved and all were in favour.

An invitation is to be sent to Mr Pout and ask him to attend the next council meeting for the first fifteen minutes so a presentation can be made.
