Minutes

Date:  Wednesday 6th March 2024    Venue: North Kyme Village Hall    Time: 7.00 p.m.

Present:     Cllr RG Pout- Chairman, Cllr N Taylor, Cllr J Dring, Cllr A Smith, Cllr S Minucci, Cllr G Everard, Cllr Graham Melbourne

Chairman’s Opening Address - Welcomed everyone to the meeting. 

Public Forum during the meeting for any members of the public present who wish to address the Council – None Present.

Declarations of Interest - Cllr’s must declare interests in planning or any items on the agenda. None declared.

001/03/2023 - Notes of the last meeting held on 13th December to be approved as the minutes with one amendment.  Proposed by Cllr Everard Seconded Cllr Dring.  

Matters Outstanding

117/10/2023 - Play-Park floor – Works start after Easter and the noticeboard will be April time – Cllr Taylor

79/09/2023 – The Causeway – Rubbish has now gone and there has not been any more recently.

83/10/23 – Drain outside Indian – Chairman asked the Clerk again to address this as it is an ongoing problem and find out, if when the funding comes through are we a priority for it to be fixed.  

90/10/23 - Litter picking Grant has been Awarded £105.84 – Clerk to check regarding Insurance regarding grass cutting and litter picking.

85/10/2023 – Spreadsheet has now been fixed – Clerk met with creator of Spreadsheet and spent three hours correcting all cell errors.

115/10/2023 - Ceri Griffiths – North Kesteven Regarding Street Lights – Clerk to look for map and Information to be fed back to Ceri. 

001/03/2024 - Christmas Tree Lights – The timer has ceased working and some of the wires on the lights had stopped working upon looking at the lights it was found that the wires had been cut.  It was voted and agreed by all in attendance that Mesh lights are to be purchased by Cllr Everard and £200 is to be added to the budget for Christmas.


Finance and Clerks Report -         

002/03/2024 - Holiday Pay as of April the holiday entitlement is to be worked out reverting back to the old system. Which works out to be 13.5 hours per annum.

003/03/2024 - Date of Pay – Clerk asked for date of pay to be moved to 1st of the Month.  Proposed by Cllr Melbourne and Seconded by Cllr Smith.     
        
004/03/2024 - Councillor Course 19th March at 6pm or 30th April at 6pm – The Chairman and Cllr Minucci will be attending on the 30th April.

005/03/2024 - Martyn’s Law – Council notified and will look at this in the future if need arises.
     
Finance Report – 

006/03/2024 - Bank Statement and Spreadsheet now balance

The Council resolved to pay the following: -

Expenses – 

007/03/2024 - Training 8.5 hours = £114.75 & Travel 26 Miles @ 0.45 = £11.70
008/03/2024 - Cllr Pout Expenses – Battery for Laptop - £30.99
009/03/2024 - Invoice from SLCC already authorised £144.00 

Correspondence - 

010/03/2024 - Email Received from Sandra Dawidowski – Dog Fouling – Clerk to contact and inform that dogs can continue to use the area however signs will be put up and enforcements will be made.

011/03/2024 - D Day Celebration – It was decided not to do anything at this time.

012/03/2024 - Free portrait of the King – Clerk to apply for portrait.

013/03/2024 - Electric charging point in North Kyme – It was decided that the best place to put this would be the village hall Cllr G Everard will check with the hall that they are happy for this to take place.

014/03/2024 - Call Connect booking app is coming to our area – Cllr’s updated. 

015/03/2024 - Storm Babet & Henk – No one in the village was affected by the storms.    

016/03/2024 - Commonwealth Day 2024 - 11th March 2024 – To Short of Notice to plan anything.

017/03/2024 – Clerk assigned to write thank you letters to Geoffrey Mabelthorpe at Dovecoat Farm cutting grass at village hall and to the Indian Restaurant for powering the Christmas lights.
