Chairman’s Opening Address - Welcomed everyone to the meeting.
1. Apologies – Cllr Pout due to a personal matter.
2. Cllr Adrain Whittle from District Council made his introductions to everyone.
3. Notes of the last meeting held on 6th March 2024 approved as the minutes proposed by Cllr Taylor and Seconded by Cllr Melbourne.
4. Declarations of Interest-councillors must declare interests in planning or any items on the agenda – None Declared.
5. Updates from Councillors: –
117/10/2023 - Play-Park floor – Update – Clerk & Cllr Taylor they are getting back to us after easter with a start date.
001/03/2024 - Christmas Tree Lights – Cllr Everard we need about £80 of lights and We are going to put them over the stone cross. Proposed by Cllr Melbourne and Seconded by Cllr Taylor.
01/04/2024 - Clothes Bank – Cllr Everard to go back to village hall committee to clarify about whether the committee want one.
02/04/2024 - Cllr Andrew Key reinforced that Rowan Smith said that the speed limit would not be reduced to 30 from 40mph as they did a speed survey.
Cllr Andrew Key is going to get some speed repeater signs for the village as he noticed some were missing.
Cllr Andrew Key advised to add the pavement damage on to fix my street again as repair work has been outstanding for over a year.
Cllr Andrew Key suggested that we get our S.I.D as soon as possible.
03/04/2024 - An update about the regional meeting that was attended in December - Cllr Taylor. Cllr Pout attended update will be once he has returned.
04/04/2024 The notice board will be built by the play park once the play park work has been carried out.
05/04/2024 - People in the village have expressed a need for a doggy paddock, especially for those who can't walk far – Cllr Taylor – Cllr Melbourne said there is one near the Chairman’s house. Cllr Taylor suggested that there could be one on the left-hand side looking from village hall. We could paint the containers and put up a fence and they could have the dogs let off in there. Cllr Melbourne stated that we need to discuss this with the village hall Committee first. Cllr Everard will discuss at the next meeting of the village hall committee.
06/04/2024 - Explore ideas around the request for a tennis court, basket-ball hoop, roller Skating/bike riding/ scooter path and table tennis table – Cllr Taylor. It is just to explore ideas and look how we can get the money for it. Cllr Andrew Key stated there is a grants scheme from North Kesteven and parish councils. The grant is for £5000- £25,000 and is called the North Kesteven Rural England Prosperity fund, the closing date is the 1st of May and the next lot is in September.
07/04/2024 - Councillors Surgery Monthly Meeting – Cllr Taylor it will be on a Monday 2.00pm to 2.45pm at the coffee afternoon. Trial it for three months then report back and see.
6. Financial Matters & Clerk’s report: -
83/10/23 – Drain outside Indian it is going to be given priority and is going to be fixed properly. Go back and ask for date and find out who is going to be doing the work and clarify what work are they going to be doing – Rowan Smith is the point of contact. Cllr Andrew Key is also going to be asking for an update.
90/10/23 - Litter picking Grant – has been received it is £105.84 it is for the whole village. Cllr Minucci will speak to the gentleman concerned.
012/03/2024 - Free portrait of the King – Arriving next week and confirmed with Glennis Everard that the village would like to have it there. Cllr Everard is going to ask the village hall committee as to when and if there is going to be an unveiling.
013/03/2024 - Electric charging point in North Kyme – The Village Hall Committee has turned down the opportunity to have an electric car charging point as it would take up a single car parking space. Cllr Melbourne will speak to Andrew Mitchell regarding the point being put at the pub.
014/03/2024 – Councillors Courses – 30th April both Cllr Pout and Cllr Minucci
005/04/2024 - Year End & AGAR questions were asked, answered and agreed signed by Vice Chairman Cllr Melbourne.

006/03/2024 - Finance Report – Bank Statement – Spreadsheet more than last year so the difference can be put towards the S.I.D. Last year we had £7174 left in the bank this year we have £7630.
007/04/2024 – Budget - discussed thoroughly agreed by all proposed by Cllr Melbourne and Seconded by Cllr Taylor
008/04/2024 - Expenses –
LALC – Invoice £168.92
Cllr Everard = Grass Cutting (Fuel) £ 31.43
Training 6.5 hours = £87.75
Excess Hours for Year End - £54.00

8. Correspondence –
009/04/2024 - Another email from Sandra Dawidowski regarding over grown hedge. – Hedge has now been cut back.
010/04/2024 – A thank you note needs to be sent to Ann Colclough for putting all the flowers in the village.
011/04/2024 – We have had two applicants for councillor position Sarah Spry and Alan Rue.
