North Kyme Parish Council Meeting Minutes Draft
Date: Wednesday 9th October 2024 Venue: North Kyme Village Hall Time: 7.00 p.m.
Present: Cllr G Melbourne, Cllr S Minucci, Cllr a Rue, Cllr N Taylor Cllr G Everard, Cllr J Dring, District Cllr Adrain whittle & District Cllr Sarah Lawrence
In Attendance Mrs Carolyn Barber Clerk & RFO & Mr Pout as invited guest.
1. Chairman’s Opening Address – The chairman welcomed everyone to the meeting.
2. Presentation was made to Mr Pout in recognition of his service to the council over the 23 years he has been on the council.
3. Apologies for absence and acceptance of any reasons given –Cllr Spry and Cllr Keys.
4. Declarations of Interest-councillors must declare interests in planning or any items on the agenda. None were declared
5. 10/09/24 - Notes of the last meeting held on 11th September 2024 were proposed by Cllr Dring and Seconded by the Cllr Everard and they were resolved to be true and accurate minutes and signed by the Chairman.
6. Updates from Councillors –
01/09/2024 - Clarification required regarding maintenance and Inspections to Play Park – Cllr Melbourne. If something is serious complete the task there and then if it can wait until the next meeting then please add it to the agenda.
03/09/2024 - SID – Cllr Melbourne - The location of the SID will need poles and the poles are £200 each from the Lincs Road Safety Partnership. Cllr Melbourne had a meeting with Graham Butler from Lincs Road Safety Partnership and Mr Butler that there are grants available to help Councils with obtaining SID’s – District Councillor Sarah Lawrence will look into this.
01/10/2024 – District Councillor Whittle updated the council that the stickers for the bins in the village are at a cost of fifty pence per sticker and can only be ordered by Parish Councils from Lincolnshire County Council. If the council purchase them then District Councillor Whittle will distribute them for the council at no cost.
02/10/2024 – A113 Speeder Bot – it would cost the council about £10 a month for the reports. District Councillor Whittle will forward the details to the clerk.
06/07/2024 – Speed signs – Cllr Melbourne - Will hopefully put up the new speed Signs on Sunday.
07/09/2024 – Park signs – Cllr Melbourne – Park signs were discussed by the Council and it as agreed that the signs should go up as soon as possible Proposed by Cllr Everard and Seconded by Cllr Rue.
03/10/2024 - Hedge Trimmer battery £60 – Cllr Everard – Proposed by Cllr Melbourne and Seconded by Cllr Rue.
04/10/2024 - Donations from businesses for SID – Cllr Melbourne – Council have put on hold and will wait to see if the council receives the grant.
05/10/2024 - Complaint raised about park flooring – Cllr Melbourne – A mother of a 19-month-old has written to the council after her son tripped over in the play park and hit his head. Clerk to write to the company that supplied the flooring and feedback at next meeting.
06/10/2024 - Free trees – Dis Cllr Lawrence – The council were asked if they would like some free trees to plant in the village – this was declined as there is nowhere to put them.
Report on matters outstanding –
06/04/2024 - North Kesteven Rural England Prosperity fund. – still gathering information – Cllr Taylor. – Have put in a grant from Postcode Lottery and waiting to hear back.
7. Financial Matters & Clerk’s Report
a. Bank Statement and Spreadsheet Balance – The clerk presented the bank reconciliation and the bank statement and they matched, the chairman agreed and signed the paperwork.
• 07/10/2024 - Need Meeting for November
• 08/10/2024 - Emails – Responses – It was agreed by all that everyone would reply to emails in a timely manner.
• 09/10/2024 - Proposed Budget for next year – Councillors to pursue them and report back at the next meeting.
• 83/10/2023 – Drain outside Indian – All work has been carried out the it appears to have worked.
• 004/06/2024 - First Aid at work Certificate. – attended and passed.
• 10/10/2024 - Clerks Salary increase as per her contract – Clerk should have increased her salary in April this will now be back dated. Proposed by Cllr Melbourne and Seconded Cllr Rue.
• 11/10/2024 - Health & Safety course for Clerk £87 – 29th October 2024. – Proposed by Cllr Rue and Seconded by Cllr Dring.
• 12/10/2024 - Networking day & LALC AGM Clerk to attend 26th November 2024 – Proposed by Cllr Melbourne and Seconded by Cllr Everard.
• 13/10/2024 - New finance Regs to be adopted – Clerk to email everyone a copy to read through by next meeting.
• 14/10/2024 - Standing Orders to be adopted - Clerk to email everyone a copy to read through by next meeting.
• 15/10/2024 - Litter picking - Leave it for the time being.
• 20/09/24 – The donation to Citizens Advice has now been paid.
• 02/09/2024 - Playing field Policy to be discussed at next meeting.
• 16/10/2024 - Pete Langford Sympathy Card to sign for Mrs Langford – Clerk to sign and send.
• 17/10/2024 - Ream of paper and print cartridges for village hall – Clerk to purchase and bring receipts to next meeting.
• 18/10/2024 - What’s app group for urgent messages and emails. This will be only be for message no council information will be placed on the messages.
• 19/10/2024 - The Arnold Baker Book – Clerk to find out more information and report back at next meeting.
• 20/10/2024 – Christmas lights to be switched on, on the 8th December at 6pm.
• 21/10/2024 - Remembrance Sunday – 10th November meeting at 10.30am.
8. Expenses –
• 22/10/2024 - LALC - £ 24.00 – AGM & Clerks Networking Day. For 2023.
• 23/10/2024 - LALC – First Aid Course - £87.00
• 24/10/2024 - Cllr Everard – Grass Cutting – June £29.77 and August £29.00
• 25/10/2024 - ICO renewal by DD £40
• 26/10/2024 - PWLB – Loan Repayment gong out of bank 10/10/2024 £1620.47
• 27/10/2024 - Clerks’ expenses – First Aid Course and travel & Wreath - £132.49
9. Planning Applications - None.
10. Correspondence –
28/10/2024 - Lincs & Northants, Customer Enquiries Environment Agency – regarding drainage – repairs will be carried out in the area over the winter.
29/10/2024 - Creative play – Leaflet on play equipment. – Passed to Cllr Taylor for play park equipment.
30/10/204 - Jennifer Swift – Democratic services – Creative writing competition – Clerk to forward to person looking after Facebook page for the village.
