82/12/22 Chairman’s Opening Address: Cllr Melbourne welcomed everyone to the last meeting of the year.

83/12/22 Apologies for absence and acceptance of any reasons given:

Apologies were received and noted from  Cllr Dring, and Cllr Pout. Apologies were also received from Dist Cllr Ogden and County Cllr Key.

84/12/22 Notes of the last meeting held on 12th October 2022 to be approved as the minutes

It was resolved by all Councillors at the meeting that the notes of the above meeting were approved and signed as minutes.

85/12/22 Report on matters outstanding

The SID had continued to work after its minor refurbishment by Cllrs Pout and Melbourne and the first batch of data had been recovered from it. Most traffic travelled though the village at 27 – 33 mph however one was recorded at 90mp and several more recorded between 60   and 70 mph.  There is still an issue with the date logging.

The sign at the Ferry Lane junction which had been knocked down was scheduled for reinstatement but not until resources are available. Cllr Melbourne to make safe.

The poppies had looked great and all except one was returned.  For next year perhaps encourage people to ‘Sponsor a poppy’ to enable the Council to buy more.

86/12/22 Declarations of interest – No declarations were received

87/12/22 Financial Matters & Clerk’s Report

•   SID fund currently stands at £814.29
•   Clerk had also received notification of funding for community facilities from the Lincolnshire voluntary Engagement Team.  Cllr Taylor to look at doing a bid once an estimate for the resurfacing of the playpark is received.
•   We have received a payment of £186.91 in respect of the Community Infrastructure Levy which is a charge on planning applications for new properties.  The levy is to be spent on community infrastructure and a report is required on how it has been spent each financial year.
•   We are on target to stay within our budget this year.
•   The Clerk is slightly over the monthly average at 124 hours but with 2 quiet months ahead should be on target by end of year.
•   22/23 NALC pay award has been approved from April 2022 with an increase of £1.01/hr. The Council resolved to pay the arrears from June to December.
•   Payments were approved to :-
 
RG Pout in respect of repairs to the Speed Indicator Device

G Everard in respect of reimbursement for the wreath, refreshments, SLCC membership, and arrears of salary

88/12/22 Council to approve the budget and precept for the next financial year

The District Council had advised the DRAFT tax base for this year as 143.28 an increase on last year. This still has to be agreed at full council on the 26th Jan 23 and so could change. With this in mind the Parish Council considered the budget options presented by the Clerk and resolved to compromise on the full amount required setting the precept request at £9524 which equates to an 11% increase based on these figures. The Clerk is to lodge the Precept request by 27th Jan 2023.

89/12/22 Planning Applications – 22/1622/HOUS 43 Main Street, North Kyme

The council resolved they had no objections

90/12/22 Consider the requirement and purchase of a new picnic bench for the Village Hall

The Council resolved to purchase a 6ft wooden picnic bench from Pinetrees.  Cllr Melbourne to order.

91/12/22 To consider request for a donation from North Kyme Parent & Tots Group

The Council resolved to make a donation of £150 to the group.

92/12/22 To consider a request for a new dog bin to be sited at the junction of Vacherie Lane and Twelve Foot Bank

The Council resolved to purchase a dog bin and post in the next financial year once permission had been sought from County Council/land owner.

93/12/22 To agree the meeting dates for 2023.

The Council resolved to not hold meetings in January, February, August and November unless urgent business required it.

94/12/22 Items from the Public Forum and updates from Councillors

Cllr Taylor brought up the Village Hall Notice board which is beyond repair. She asked if she could approach local businesses to see if they would be willing to donate towards a new one. The Clerk asked to put her name down for Elections training which was agreed.

95/12/22 Date & Time of next meeting

The next Parish Council Meeting will be 8th March at 7.30pm.
