Date:  Wednesday 13th April 2022   Venue: North Kyme Village Hall   Time: 7.30 p.m.

1/04/22 Chairman’s Opening Address: The Chairman welcomed everyone to the meeting and updated the meeting of the progress with the Jubilee preparations. Which will be disseminated to the parish in the newsletter due out end of April.

2/04/22 Apologies for absence and acceptance of any reasons given: No apologies were received. Although Dist Cllr Ogden had said she may not be able to attend due to transport issues.

3/04/22 Consider applications and Co-option of new Parish Councillor: Mrs Chaisty had submitted an application to the Council.  She was formally co-opted onto the Parish Council and the Acceptance of Office signed.

4/04/22 Notes of the last meeting held on 9th March 2022 to be approved as the minutes It was resolved by all Councillors at the meeting that the notes of the above meeting were approved and signed as minutes.

5/04/22 Declarations of interest – No declarations were received.

6/04/22 Report on matters outstanding

The Cllrs had all logged into their new email addresses without problems.  The bak mandate had been signed by Cllr Smith and posted to Lloyds. Cllr Key had passed the referral regarding the removal of signs at the junction of Causeway Lane to the relevant team at LCC but nothing yet had happened.  He will follow up.

7/04/22 Financial Matters & Clerk’s Report

1.      End of year Financial Report and Approve end of year accounts – The Council approved the end of year accounts as produce by the Clerk.  The Chairman confirmed and signed the Bank Reconciliation.

2.  Annual Governance and Accountability Report 2022

I.   Consider if exempt from external audit review – The Council resolved that the council finances satisfy the exemption criteria from a limited assurance review under Section 9 of the Local Audit (Smaller Authorities) Regulations 2015.

II.   Consider and complete Annual Governance Statement – The Council considered the requirements completed the Annual Governance Statement with the Clerk in her capacity as Responsible Financial Officer.
 
III.   Consider if to accept Accounting Statement and approve if accepted – The Council resolved to accept the Accounting Statement prepared by the Clerk/ Responsible Financial Officer as an accurate representation of the Council’s finances.

8/4/22 Replacement laptop for clerk – The Clerk reported the laptop is becoming increasingly unstable and a replacement has not yet been received.  Cllr Pout to chase.

9/4/22 Update on Speed Indicator Device (SID) – The Council’s Counter bid submitted SKPC next meeting 26th May. Village Hall Committee are happy to help with fund raising for new SID.

10/4/22 Abandoned vehicle in village hall car park – The vehicle has been left in the village hall car park for a year now despite requests to the owners for its removal.  The Clerk was asked to report it to the District Council.

11/4/22 Items from the Public Forum and updates from Councillors

Cllr Smith asked if she could plant wildflowers along the church wall where currently there were nettles and weeds. Cllr Taylor asked if she could set up a Facebook page where the wildlife within the village could be celebrated. County Cllr Key advised that County Council minutes and meetings could be accessed or watched online via the County Council website https://www.lincolnshire.gov.uk/council-business
