65/11/20 Chairman’s Opening Address: The Chairman welcomed everyone to the meeting. Unfortunately, because of the latest national lockdown the Remembrance Sunday commemoration could not go ahead. He thanked Cllr Everard for placing the wreath at the war memorial on behalf of the village. There are now some incidences of coronavirus locally.

66/11/20 Apologies for absence and acceptance of any reasons given: Apologies were received from District Cllr Ogden.

67/11/20 Declarations of interest – No declarations received.

68/11/20 Notes of the meeting held on 14th October 2020 to be approved as the minutes It was resolved by all Councillors at the meeting that the notes of the above meeting were approved and signed as minutes.

69/11/20 Report on matters outstanding

No planning had been registered on the NK planning portal. The Van Centre now have until December to remove the temporary building before NKDC consider enforcement.

The newsletter is out and £20 has been received from the Plough for Christmas advertising. The SID has been handed over to South Kyme PC Chairman for their period of use.

70/11/20 Financial Matters & Clerk’s Report

The Clerk made an error on the last month’ spreadsheet however advice regarding moving surplus to the reserve remains the same. The Clerk gave the Cllrs details of Scribe accounting package for parish councils which was demonstrated at the recent conference. Benefits would be improved accuracy and effective time management. It could include an extra database for use with the Village Hall. She was asked to liaise with the treasurer of the Village Hall Committee to explain the benefits of the package.

The Council resolved to approve and pay the following:

Delivery of Newsletter   25.00
Purchase of Christmas Lights   134.98
Newsletter - Ink and Paper   £19.48

71/11/20 Review and revise the budget for the purchase of 12th Edition of Arnold- Barker on Local Council Administration as agreed minute ref 89/1/20

The Council resolved to purchase the aforementioned book at the cost of £119.
 
72/11/20 Discuss the reinstatement of the 40-mph speed limit on Causeway Road/Mill Lane and further action regarding Ferry Lane.

The Clerk asked to contact Highways and ask for the reinstatement of the temporary speed limit on Causeway Road/Mill Lane.

The Clerk had contacted Highways regarding Ferry lane and has heard it will be investigated. If nothing heard it will be followed up after 3 weeks (2 Dec).  District Cllr Sanderson asked to be copied in.

73/11/20 Updates from Councillors

The ‘Dog Poo’ signs are now in place.

There has been some damage to plasterwork in the bus shelter.  Cllr Everard has cleared away the debris. Cllr Pout to assess what repair is required.

The Christmas lights switch on will take place just after ‘lockdown’ ends depending on the Government guidelines at that time.
