Minutes

Date:  Wednesday 11th March 2020   Venue: North Kyme Village Hall   Time: 7.30 p.m.

108/3/20 Chairman’s Opening Address:

The Chairman welcomed the parishioners and councillors to the meeting and invited the parishioners to speak. The parishioners were invited to stay for the meeting but left the meeting after the Public Forum.

109/3/20 Apologies for absence and acceptance of any reasons given:  Apologies were received and noted from Cllr P Sanderson, Cllr A Sanderson and Cllr Yeomans

110/3/20 Declarations of Interest-councillors must declare interests in planning or any items on the agenda: No declarations received.

111/3/20 Notes of the last meeting held on 12th February 2020 to be approved as the minutes.

It was resolved by all Councillors at the meeting that the notes of the above meeting were approved and signed as minutes.

112/3/20 Report on progress of newsletter and consider request for assistance with printing expenditure

The newsletter is in the draft stage but the printing of approximately 200 copies would need to be sought.  Cllr Pout to discuss with the Village Hall committee the possible joint purchase of a laser printer and seek costings.

113/3/20 Consider forthcoming village participatory events

•   Village Triangle – to be added to April agenda to fix date for working party
•   Annual Parish Meeting – usual format from 18.45 – 19.30. Add budget for APM to April agenda
•   VE Day – in light of Coronavirus no large-scale event to be organised

114/3/20 Planning Applications - 20/0305/PNH - 20 Main Street, Single Storey Extension

The Councillors present raised no objections

115/3/20 To consider continuing subscription to Lincolnshire Association of Local Councils (LALC) and their training scheme.

The Council resolved to pay the subscription to LALC. After discussion it was resolved that training would be paid on a course by course basis as it was doubtful if it now provided value for money as it only covered core subjects.
 
116/3/20 Financial Matters & Clerk’s Report

Nationwide was still not resolved as it appeared the account has been frozen pending contact. Clerk, Cllr Pout and Cllr Yeomans to book an appointment with Bank Manager to try and sort it out.

Clerk has attended LCC training for the new Parish Council accessible website hosted by LCC.

Further to minute 89/1/20 regarding the purchase of 11th edition of Local Councils Administration by Charles Arnold Barker, the Clerk was advised to put off the purchase until the 12th edition due out in September.  The RRP for the new edition is £150 but is likely to retail at around £130.  Revision of purchase to be added to April agenda.

117/3/20 Correspondence

In addition to the usual circulars and bulletins added to the shared folder in Drive correspondence received as follows:

Invitation to renew subscription to LALC

118/3/20 Items from the public forum and other business

The 2 parishioners raised issues regarding safety issues relating to the road outside their house as there had been 3 accidents in the last month. The Clerk is to contact Highways to raise concerns and see if anything has replaced the village walkaround.

Cllr Pout has been updating the North Kyme Village Website and asked if anyone had any stories they would like to add to the history section.  Cllr J Yeomans suggested the older members of the parish were interviewed for their memories.

Clerk asked about the possibility of domain hosted e-mail addresses as was recommended best practice.  Cllr Pout to investigate.
