Minutes

Date: Wednesday 13th May 2020   Venue: Remote meeting via Zoom   Time: 7.30 p.m.

1/5/20 Chairman’s Opening Address: The Chairman welcomed everyone to the meeting convened under unusual circumstances. He confirmed that he and Cllr A Yeomans were registered with the Communities and Volunteer Coordination Cell but had not been called upon yet and ID badges had not yet been provided. Cllr A Sanderson had also expressed an interest in joining.  Some prescriptions had been collected locally. Cllr A Sanderson said she was also registered on the NHS Responders. Cllr Pout was not aware of any incidences of Covid-19 in North Kyme. He was hopeful of a physical meeting next month.

3/5/20 Declarations of interest – No declarations received.

4/5/20 To approve the draft notes of the meeting 11 March 2020

It was resolved by all Councillors at the meeting that the notes of the above meeting were approved and signed as minutes.

In matters arising from the minutes the Village Hall had agreed to contribute £200 toward the purchase of a laser printer for joint use between the Village Hall Committee and the Parish Council for the village newsletter. Cllr A Yeomans offered to print the newsletter on his printer for the cost of ink and paper. To be put on the agenda for discussion at the next meeting.  Cllr A Sanderson and Carole Yeomans to progress the newsletter for publication.

Matt Gardener had taken a look at the notice board and was likely to have a quote for the next meeting.

5/5/20 Planning Applications – None Received

6/5/20 Financial Matters & Clerk’s Report

The clerk had produced an end of year Financial Report showing the breakdown of income and expenditure to assist with the audit.
 
7/5/20 Annual Governance and Accountability Report 2020

1.   Consider if exempt from external audit review – The gross income and/or expenditure of North Kyme Parish Council is below £ 25,000 therefore the Council agreed they satisfied the criteria for being exempt from a limited assurance review under Section 9 of the Local Audit (Smaller Authorities) Regulations 2015

The Chairman signed AGAR 2019/20 Part2 on behalf of the Council

2.   Consider and complete annual Governance Statement –The Council resolved to approve the Governance Statement and it was signed by the Chairman

3.   The council resolved to accept and approve the Accounting Statement prepared by the Clerk/RFO.

8/5/2020 The Council resolved to approve and pay the following: BHIB Insurance   £374.80 due 1st June

Clerk’s Salary plus £12 Working from Home Allowance to cover increased internet expenditure. Clerk to produce an expenses claim form to be signed as soon as practicable.

9/5/2020 The clerk confirmed that the necessity for an Annual Parish Meeting or  AGM had been waived this year by the amendments made to the Local Governments Act 1972 by The Local Authorities and Police and Crime Panels (Coronavirus)(Flexibility of Local Authority and Police and Crime Panel Meetings) Regulations 2020. She asked that her Job Appraisal could be done to facilitate  salary review. To be put on the agenda for the next meeting.

10/5/20 The Council considered the purchase of a Zoom licence however the Village Hall has enough space to enable effective social distancing and 40 minutes was deemed enough time for an essential business only meeting.

11/5/20 Items from the public forum and other business

No items were received from the parishioners.  District Cllr Ogden advised the reopening of the Waste collection sites but with new rules.

12/5/20 Date & Time of next meeting

The next Parish Council Meeting will be 10th June at 7.30pm hopefully at the village hall.
