Present: Cllr RG Pout- Chairman, Cllr N Taylor, Cllr J Dring, Cllr A Smith, Cllr S Minucci, Cllr G Everard.

Chairman’s Opening Address - Welcomed everyone to the meeting.
Public Forum during the meeting for any members of the public present who wish to address the Council – None Present.

117/12/2023 - Declarations of Interest councillors must declare interests in planning or any items on the agenda –
Cllr Everard declared an interest in the back pay for Mrs Everard as she was the previous clerk.
118/12/2023 - Notes of the last meeting held on 8th November 2023 to be approved as the minutes with one amendment. Proposed by Cllr G Pout Seconded Cllr A Smith
Matters Outstanding
119/12/2023 - Working from home allowance for Clerk - Voted and agreed by all Councillors present.
117/10/2023 Playground Surface and Vat to be paid - £4775.40 for the surface and £174.40 for the notice board. The reserve is going to be used to pay for the VAT and the VAT will be claimed back immediately, which normally takes up to 10 days but it can take a bit longer. The VAT does not need to paid until the work has been completed. A Purchase Order Number must now be raised for the work. The minute reference will be used as the purchase order number 117/10/2023
Finance and Clerks Report
120/12/2023 – Budget and Precept – The Budget – each item on the budget was discussed and agreed it was also agreed that the council would look to see if the funds were available after the 31st of March 2024 to purchase the SID.
The council agreed to ask for precept of 9.5% which is 10,445.00. Vote was taken and all who were present were in favour.
121/12/2023 Expenses – Back Pay, Training Pay and extra hours pay.
Additional hours and training hours back pay - £ 68.00
Training Pay for both last month and this month £ 272.55
Additional Hours last month £ 154.17
Additional hours back pay - £ 12.75 - Glennis (Previous Clerk)
SLCC Membership renewal is £80 is authorised.
The parish clerk suggested that if the council pay the fees for the ILCA course with SLCC she would do the course in her own time. It was agreed by all. In total it would be £144.00.
