14/04/23 Chairman’s Opening Address: The Chairman welcomed everyone to the meeting.   
 
15/04/23 Apologies for absence and acceptance of any reasons given:  Apologies were received from Cllr Pout and County Cllr Key. 
 
16/04/23 Public Forum – There were no parishioners present so no Public Forum was held. 
 
17/04/23 Notes of the last meeting held on 8th March 2023 to be approved as the minutes - It was resolved by all Councillors at the meeting that the notes of the above meeting were approved and signed as minutes.  
 
18/04/23 Report on matters outstanding 
The bench had been delivered to the playing field and the old one removed.  The Village Hall Committee had agreed to match fund the playpark funding application which is still in ongoing. 

19/04/23 Declarations of interest – No declarations were received 

20/04/23 Financial Matters & Clerk’s Report 

a) End of year Financial Report and Approve end of year accounts – the clerk reported on the end of year position and the Chairman confirmed the figures agreed with the bank statement. 

b) Annual Governance and Accountability Return 2023 
I.    Consider if exempt from a limited assurance review - The Council resolved to certify as exempt from a limited assurance review. 
II.    Consider and complete Annual Governance Statement – The Council completed the annual Governance Statement which was then signed by the Chairman and the Clerk. 
III.    Consider if to accept Accounting Statement and approve if accepted – The Council approved the accounts as prepared by the Clerk and the Chairman signed the Accounting Statement for 2022/2023. 

c) Agree the inspection period – the Council accepted the Clerk’s recommendation to use the dates 5th June to 14th July 2023, as suggested by the Auditor.

d)    Payments for Authorisation 

G Everard - Grass Cutting Expenses                          £28.59 
Clerk – Purchase of Dog waste bin, Commemorative Coins, ink & hasp     £344.60 
Village Hall donation for Coronation                                £334 
 
21/04/23 Planning applications: 23/0368/LDEXI The Hive, Billinghay – no objections 
 
22/04/23 To consider request for a donation from LIVES – The council resolved to make a donation of £50 to the local branch of LIVES.

 23/04/23 To consider request for a donation from Citizens Advice - The council resolved to make a donation of £50 to the local branch of Citizens Advice. 
 
24/04/23 Make arrangements for Annual Parish Meeting - The Clerk is to look at the dates required for a Parish Meeting.  A suggestion was made for a history event in conjunction with the village hall committee to bring people to the village hall. 
  
25/04/23 Items from the Public Forum and updates from Councillors – nothing to report. 
 
26/04/23 Date & Time of next meeting  

The next Parish Council Meeting will be 10th May at 7.30pm.
