Minutes

Date:  Wednesday 13th October 2023    Venue: North Kyme Village Hall    Time: 7.30 p.m.

Present:     Cllr RG Pout- Chairman    Cllr G Melbourne, Cllr N Taylor, Cllr J Dring, Cllr A Smith, Cllr S Minucci                        

In Attendance: Carolyn Barber - Clerk, RFO 

80/10/23- Chairman’s Opening Address: The Chairman welcomed everyone to the meeting. 

81/10/23- Apologies for absence and acceptance of any reasons given – Cllr G Everard on Annual Leave – accepted.

82/10/23- Notes of the last meeting held on 13th September 23 to be approved as the minutes - It was resolved by all Councillors at the meeting that the notes of the above meeting were approved and signed as minutes. Cllr G Melbourne proposed and Cllr j Dring Seconded.

83/10/23 – Report on matters outstanding – 

84/10/23 - The sharp turn signs – Cllr Melbourne reported that these have now been replaced.

85/10/23 - Drain outside Indian Restaurant – Cllr Minucci stated it had not been dealt with and the businesses are suffering due to the huge puddles and pot holes.  Clerk to write to Highways regarding the drain and the pot holes outside the Plough Inn

86/10/23 - Newsletter –The chairman has now updated the September newsletter and it has now been distributed.  The next newsletter to is be discussed at the February meeting. 

87/10/23 Pot Holes at Markham Lane – to be addressed by Clerk

88/10/23 - Restoring The Cockerel - The chairman stated the Cockerel has now been replaced back at the church.

79/09/2023 – Over flowing Bins - Clerk to address
84/10/23 - Declarations of interest – No declarations were received

89/10/23 - Planning Applications – 23/1139/LDEXI – For lawful development certificate for E class Usage (light industrial use in residential area Location - Land to the East of Ferry Lane, North Kyme.

Correspondence – 

90/10/23 - Litter picking Grant Request – Grant Available – Clerk to contact and report back.
 
91/10/23 - CIL Funding Annual Report required – The council does not have CIL Funding.

93/10/23 - Monkey Challenge for Playpark – Grant available – Cllr Taylor will take on the task and report back at the next meeting.

94/10/23 - Climate and Ecology Bill - NFA

95/10/23 - Parish Council Engagement Session – Councillor Pout will be attending

96/10/23 - Matthew Bentley, Conservation Officer – Clerk to contact and report back

97/10/23 - Lincs Air Ambulance – Depends on Budget

98/10/23 - Civility Commission - NFA

99/10/23 - Affordable SEO Packages - NFA

100/10/23 - Citizens Advice Letter – The council will donate £50 – Proposed by Cllr Smith Seconded by Cllr Melbourne

101/10/23 - London Hearts – Defibrillator Grant – The council do not require another Defibrillator.

102/10/23 - Remembrance Day arrangements – Cllr Smith to look into if we can have access to church to supply Teas and Coffees.  Service to be on Sunday 12th of November at 10.45 am Cllr Melbourne to supply music.

103/10/23 - Christmas Lights switch on arrangements - £200 to be donated by council Proposed by Cllr Smith and Seconded by Cllr Melbourne.  Service is on 3rd December at 6pm.

104/10/23 Initial discussion regarding budgeting - final decision is to be made in December’s meeting.   Clerk to prepare report. 

105/10/23 Items from the Public Forum and updates from Councillors – Cllr Melbourne asked if the meeting can start earlier, it was decided that from the December meeting, the meetings would start at 7pm.  

It was also decided that the correspondence should be sent out to councillors as and when it comes in but only if it affects the council directly. 

Cllr Taylor had prepared a folder with information about Electro Sensitivity this is going to be stored in the library for everyone.
