01/03/23 Chairman’s Opening Address: The Chairman welcomed everyone to the first meeting since Christmas. He thanked Cllr Melbourne for chairing in his absence.

02/03/23 Apologies for absence and acceptance of any reasons given: No apologies were received. 

03/03/23 Consider application(s) for Parish Councillor Vacancy and Co-option of new Parish Councillor - The Council resolved to co-opt Mr Minucci onto the Parish Council.  He signed the Acceptance of Office form and introduced himself to the other Council members.

04/03/23 Public Forum – There was no Public Forum

05/03/23 Notes of the last meeting held on 14th December 2022 to be approved as the minutes - It was resolved by all Councillors at the meeting that the notes of the above meeting were approved and signed as minutes. 

06/03/23 Report on matters outstanding

Cllr Melbourne gave an update on the data from the Speed Indicator Advice (SID).  The SID is with South Kyme now for 2 months.

The replacement bench has been ordered from Pinetrees and will be delivered once made.

Cllr Taylor reported she had approached Green Barns regarding a notice board for the playing field.  They are willing to make one to our specification.  Cllr Pout offered to liaise with them regarding specifications. The Clerk asked if a lock could be added to the Parish Council notice board.  Cllr Everard to undertake.  

07/03/23 Declarations of interest – No declarations were received

08/03/23 Correspondence - Thank you letters had been received from The Royal British Legion for the Remembrance Day collection and from Mrs Colclough and Mrs Dring on behalf of North Kyme Parent & Tots.  A letter had also been received from LIVES requesting a donation. To be put on April’s agenda.

09/03/23 Financial Matters & Clerk’s Report

a) Budget report - The Clerk reported that the Council looked likely to still be within the budget at the end of the year by about £200.  The Clerk gave each member of the Council the budget figures for the next financial year.

The SID fund now stands at £1028.53 thanks to fundraising activities by the Village Hall Committee.  

b) Elections Update - The clerk had collected the nominations papers and completion aid for each of the councillors.  They need to be in by Tuesday 4th April.  They will need to be submitted by hand for checking and an appointment will be required. 

c) Payments - The Council resolved to pay the following:

Geoff Panton Petrol for grass cutting at church £8.16

LALC New Councillor Training £46

Pinetrees Replacement bench £230

Village Hall Coronation celebrations donation £500

10/03/23 Consider the 2023/24 subscription for membership of LALC and consider the requirement for 2023/24 subscription to LALC Training 

The Council resolved to pay the membership renewal but would continue paying for training on an ad hoc basis.

11/03/23 Feedback from Cllr Taylor regarding Playpark resurfacing with consideration and decision on the quotes received and further policies for funding applications.

Cllr Taylor reported that quotes had been received from Playdays and Team Sport ranging from £27,000 to £35,000.  One of the funding bids would require a 10.75% pledge for funding from a third party.  Cllr Taylor advised that the bid would be sufficient for more benches, a notice board. Cllr Pout to approach the Village Hall Committee to see if they would be willing to contribute funding and if there was anything else they would like included in the bid.  The Clerk is to assist Cllr Taylor with any further information required for the bid.

12/03/23 Approve siting and dog bin for purchase - Clerk to approach the parishioner who requested it for the best site.  Bin to be purchased in the next financial year. 

13/03/23 Consider adoption of Civility & Respect pledge - The Council resolved to adopt the pledge.  

14/03/23 Items from the Public Forum and updates from Councillors

Cllr Melbourne reported the chevron sign at the Ferry Lane junction had been demolished by a car.  There are now no signs. He had reported on Fix My Street and the police. 

County Cllr Key advised that he had investigated the progress of the Speed Reduction Traffic Regulation Order.  It was proceeding slowly.  He will contact Rowan Smith at LCC Highways to arrange a site visit.  Other areas of issue are the footpath out of the village to Ferry Lane and the opposite end of the village towards Billinghay.  These are both narrow and dangerously close to the road.

Cllr Chaisty offered to draft a Dignity at Work policy to accompany the Civility and Respect pledge.

The next Parish Council Meeting will be 12th April at 7.30pm.
