Minutes

Date:  Wednesday
8th July 2026
Venue: North Kyme Village Hall
Time: 7.00 p.m.

Present: Cllr A Rue, Cllr D O’Doherty, Cllr S Spry, Cllr S Limb, Cllr J Dring,

In Attendance Mrs Carolyn Barber – Clerk and District Cllr A Whittle.

Absent without apologies – Cllr N Taylor.

Apologies for absence and acceptance of any reasons given – Cllr R Richards.

1. Chairmans Opening Address - The Chairman welcomed everyone to the meeting.

2. Declarations of Interest-councillors must declare interests in planning or any items on the
agenda. None stated.

3. Updates from District and County Councillors: -

a. Email with updates has been sent from County Cllr East which said –
Causeway / Mill Lane particularly in relation to current or permitted bus usage? No
scheduled bus route. I have though, asked if the team can check regarding school buses
and their use of the route, if any, and how any risk assessment would apply.

Weeding Cycle in Main Street. - first weed treatment completed w/c 01.06.26 and the
second is due w/c 31.08.26. We wouldn't carry out an additional spray in between times
unless we found there was a significant issue with the spray we used first time around. And
sadly, we don't allow anyone else to weed spray areas on the highway as this operation is
heavily regulated by DEFRA.

The Clerk has also contacted Highways and reported the missed weeding cycle, and they
have created another document regarding it as it was missed the first time on the
01.06.2026.

b. Biogas - There is another update from planning regarding the Biogas plant – which will be
discussed under planning.  It is a county decision and not a district decision.

Cllr D Whittle – The government reorganisation next week and once we have the result I will
pass it along.

Cllr Whittle stated he has had the chairman of the village hall contact him regarding a meeting
for an extension. I have suggested that he contacts the chairman of the Parish Council and
invite him along as well.

Any structural things that happen to the village hall will have to the permission of the parish
Council as the parish council own the building.

There is also a green van just up the road from the pub that appears to have no tax or insurance
it has sat there for six months.  Dis Cllr Whittle advised for the council to contact the DVLA.

Cllr Spry – with regards to the weeds being removed I noticed the man that came out and he
pulled bits off the willow tree and that was it.

Cllr Rue the Clerk has noticed that the Parish Notice Board is looking a bit tired and needs
attention.

Christmas lights – we need to have lights on the hedge as the lights there were not working.

The lights all plug in together they are in a net, so it is easily taken down and put up. I can get
prices for this and report back in September.

The Bench on Vacherie Lane is rotten and the wood needs replacing. I am happy to supply the
wood and replace it. The concrete might need repairing.

Cllr O’Doherty – The Clerk and I went to the town and parish council forum the other day and it
was very informative; there were biodiversity initiatives and funding available for lots of worthy
schemes. The name of the funding available were

i Awards for England
ii Sleaford Rep
iii Dig Trees.

There is a flood resilience Programme Called project groundwater where people can have a water
butt to try and save water.

4. Notes of the last meeting held on 24th June 2026 to be approved as the minutes. The minutes
need amending and will be presented at next Meeting.

5. Report on matters outstanding –

009/08/2025 ~ Councillor Volunteers Service – Triangle to be sorted and green signs end of the
village.

The Triangle Burdon’s used to cut the grass, but Doe’s do not do it. So, it does need to be sorted.
There are benches and a pond there. The knotweed needs to be sorted as well.

Cllr Rue suggested perhaps the school children could have a little garden there.  After discussion it
was decided that the council would not pursue this.

Clerk to speak to the Lord of the Manor about the council sorting out the triangle.

Clerk to get the Lease agreement between the village hall and the council.
The green signs at either end of the village need attention perhaps repainting and repairs to the
wood.

Cllr O’Doherty went with the Clerk to the Parish and town Council Forum and there were a lot of
grants talked about that the council might be able to get. There are water Butts grants available as
well as wildlife grants.  Councillor O’Doherty to look into this to see what the council may be entitled
to.

The Japanese knotweed at the triangle has not got any worse when I looked at it last and I will follow
up to see if there is anything that can be done.
