1. 001/05/2026 - Chairs Welcome to the meeting.
The Chair read out a statement as follows: -
I joined to PC because I wanted to do something that would be a benefit to the whole community. I have
only been in the village for 5 years, I had no intention of becoming chairman of the PC, I had assumed that
there would be others with much greater knowledge of the village and the communities that would take this
role. However, we are where we are and you are all here for similar reasons – you want to do things that
benefit the community as a whole? If we all have similar intentions, we should be able to work together in a
positive way to hear what the community wants and to take forward their ideas constructively.
2 topics to cover – meeting structure, and Heritage fund update.
1. Meeting structure and discipline
Carolyn has sent out the Standing Orders and all of our current policies – 26 or so documents. Not new but
some have been updated. Please pay careful attention to the standing orders, meeting policy, and the
Code of Conduct.
I do want to encourage healthy debate and ensure we hear all the views of all the councillors in the room.
As chair I want to remind everyone to be civil and show respect to each other and to talk about the topic or
subject being debated without making personalized comments about another person. Disorderly conduct
will not be tolerated, and we all must comply with the code of conduct. Disorderly conduct incudes offensive
or disrespectful behaviour, interrupting others, making personal remarks etc. It is my role as chairman to
conduct the meetings in an orderly fashion. Please show respect and listen attentively when others are
speaking, do not interrupt. I would ask speakers to stop talking if the time allotted for the topic is being
exceeded. I will ensure that every councillor has the opportunity to be heard if they wish to speak on a
topic.
Going forward, if a councillor is disruptive, I will firstly ask the councillor to moderate or improve their
behaviour/conduct. If it does not improve, I or any councillor may propose that the person is no longer
heard or excluded from the meeting. If seconded, a vote will be taken without discussion. If the disorderly or
disruptive conduct continues, I may take further steps to restore order or to progress the meeting including
temporarily suspending or closing the meeting.
2. Heritage Fund - Update
Proposals circulated in December – currently included are: -
• Assorted items of playground equipment
• Trim Trail/daily mile track
• Re-location of village beacon
• Outside classroom/games room/office/garden
• White village entrance gates
Comments on proposals and any suggestions for additions?
An application form has been partly completed for the grant but is currently on hold awaiting a ROSPA
report that is planned to be completed in August/September this year.
A sub-committee was previously formed for this, members included Councillor Taylor, Village Hall Chairman Mr. Taylor, Parish Clerk Carolyn, and previous Parish council chairman Graham. Any volunteers
to join this sub-committee?
Next steps: -
June Parish meeting – add any added items or amendments to the current list of proposed items for
Heritage funding.
Firm up list of items proposed to be included in the bid for Heritage funding. I would suggest that the sub
committee proposes the items to be included in the bid to the full Parish council and then a vote be taken to
ensure that we have alignment on the completed list.
