Matthew Bentley - Conservation Officer at North Kesteven District Council.

Chairman’s Opening Address - Welcomed everyone to the meeting.
Public Forum during the meeting for any members of the public present who wish to address the Council – None Present.
106/11/2023 - Declarations of Interest councillors must declare interests in planning or any items on the agenda –
Cllr Everard declared an interest in the back pay for Mrs Everard as she is the previous clerk.

107/10/2023 - Notes of the last meeting held on 11th October to be approved as the minutes. Proposed by Cllr Melbourne and Seconded by Cllr Smith.
Report on matters outstanding: -
96/10/23 - Matthew Bentley, Conservation Officer – Mr Bentley explained his role and answered questions from Councillors regarding listed buildings.
79/09/2023 – Over flowing bins – Clerk The recycling bins will be removed as soon as possible.
83/10/23 - Drain outside Indian – Clerk – has received notification that this has been visited. Councillors asked for it to be clarified that this was just a routine visit and not fixing it as it has not worked. The pot holes have not been addressed as yet however, following an email from Rowan Smith he stated that it would be re-visited.
90/10/23 - Litter picking Grant Request – Clerk Jenny Bailey clarified that this was in addition to the normal service of emptying bins etc. The grant would enable the council to employ someone to do additional duties. Council agreed to go forward and apply for the grant.
93/10/2023 - Monkey Challenge for Playpark – Cllr Taylor has contacted them they were referred us to the lottery scheme.
100/10/2023 - Citizens Advice Letter – Donation of £50 now made as agreed at last meeting
85/10/2023 – Spreadsheet – Update from Clerk council asked to go back and ask further questions.
88/10/2023 Remembrance Day Arrangements – Cllr Pout All arranged on Sundat at 10:45.
79/09/2023 - Christmas Lights – Cllr Pout to be held on 3rd December at 6pm.
Financial Matters & Clerk’s Report
108/10/2023 - Our website is not compliant and needs several hours work to bring it up to compliance
109/10/2023 - Finance Report - Reconciliation Report and Bank Statement we have £5.90 more in the bank than is on our spreadsheet.
The council has received £38.10 From Tea Time village hall for the S.I.D
B) Expenses –
110/10/2023 - Clerk – Mileage £15.30 and Presentation Book - £6.99
111/10/2023 - Cllr Everard for Grass Cutting £32.57
112/10/2023 - Clerk asked about working from home allowance which is £26 per month. - Council asked before the allowance was authorised could the documented be presented and addressed at the next meeting.
113/10/2023 - Pay award for the Clerks has been agreed and published
Glen Everard is owed £60.00 for normal working hours.
Carolyn Barber is owed £60.00 for normal working hours.
114/10/2023 - Chairman stated that the clerk was being paid less that the Under Clerks and therefore should be placed on level 11 of the pay scale with immediate effect, as she was both the Clerk and Finance Officer.
Approved by Cllr Melbourne and seconded by Cllr Smith.
Planning Applications – None received
Correspondence –
115/10/2023 - Ceri Griffiths – North Kesteven Regarding Street Lights. Clerk to report back that any previous paperwork held regarding this were kept by a Clerk prior to Mrs Everard and therefore we have no records.
116/10/2023 - Agree budget and Precept - After lot of discussions, it was agreed to have an extra meeting in December especially for the budget and any expenses.
