Date:  Wednesday 14th May 2025    Venue: North Kyme Village Hall    Time: 7.00 p.m.

Present: Cllr G Melbourne, Cllr N Taylor, Cllr G Everard, Cllr S Spry, Cllr A Rue, Dis Cllr A Whittle 

In Attendance Mrs Carolyn Barber Clerk & RFO 

    1. Chairman’s Opening Address 

    2. Apologies for absence and acceptance of any reasons given  - Cllr J Dring had a prior engagement and Cllr R Rhys has been deployed with the Air force to Cyprus.. 

    3. Declarations of Interest-councillors must declare interests in planning or any items on the agenda.  None were declared

    4. Updates from District Councillors: - 

01/05/2025 -The Government internal system is going to change as to which councils areas are run by which councils.  By May 2027 the ghost Councillors will be elected and they will run along side the current Councillors until 2028.  Unitary’s will be set up for the areas which will put more on Parish Councils to deal with.

001/04/2025 – Allotment are in demand and it is a good idea,  the Chairman and Vice Chairman will speak to farmers to see if there is any land that are willing to lease the land. 

05/11/2024 -  Dog Paddock. – Following advice from District Councillor Whittle Councillor Taylor will put in pre application advice sheet in to see if village hall needs planning permission.  Cllr Taylor asked if we the council can put on the pre planning application if we can put that we work together with the Village Hall – Cllr Melbourne stated that we the council cannot be seen as to spending the money because the Village hall have received the money from the charity. Clerk to check if this can come under the council’s public liability or not. And if it can to be no more than £50 on top of the current public liability.  District Councillor Whittle suggested that the Council leases the land where the dog park is going to be to the village hall for a peppercorn rent of £1.

002/04/2025 – Churchyard – The first thing to do is to speak to the Vicar and go on from there – Clerk to email Helen Carrdyke.

09/11/2024 – Convex Traffic mirror if you place it on private land on a temporary Post then planning cannot ask for it to be taken down District Cllr Whittle.

    5. Notes of the last meeting held on 9th April 2025 to be approved as the minutes.  Proposed by Cllr Everard and Seconded by Cllr Spry and they were resolved to be true and accurate minutes and signed by the Chairman.

    6. Updates from Councillors –
    • 06/11/2024 – Play Park – Inspections Cllr Melbourne read out email that he will do the inspections when here and he could, the other Councillors are to do this when they are at the Village Hall. Cllr Melbourne reported that he had a meeting with the Village Hall Chairman, Cllr Melbourne is going to order and put up CCTV signs up.  Also Pigeon Spikes Cllr Melbourne is going to order some metal ones and put them up as the plastic ones have been ripped off.

    • 02/05/2025 – Clerk to put Summer Fete back on the agenda for next month.
    •  003/04/2025 – The Regeneration Heritage funding – Cllr Rue asked if we could do something more substantial for the Christmas Event by putting up extra lighting and if we could talk to the plough and the Indian to see if we can put up some outside lights on their premises.  Cllr Rue will come back to the next meeting with prices.  Gates to the village were also discussed and these two could come under the regeneration fund.
    •  002/11/2024 – Grant that can be claimed for play equipment, this is to be included in the Regeneration fund – Cllr Taylor has asked the Councillors want they want for the Village and the Village hall needs to be included in it.
    • 005/04/2025 – S.I.D.  – Cllr Melbourne reported that the SID is now up and working and the SID donated from South Kyme is going to recommissioned and put up at the other of the village. 
    • 03/05/2025 – Neighbourhood Watch Signs now are very old and are discoloured and faded and need replacing Clerk is to order six – Cllr Melbourne.
    • 04/05/2025 – Flower boxes at either end of the village have been fixed and placed back where they were, Can an expense form for compost be placed for next meeting.  Cllr Everard
    • 05/05/2025 – Can we cut the higher hedge level with the lower hedge at the recreation ground.  Cllr Everard.

    • Report on matters outstanding – 

    • 009/04/2025 – Rubbish Bin at the top of the Causeway- Clerk reported that she had consulted Jenny Bailey who informed her that the bins are emptied on a Tuesday. This is to be checked by anyone passing.

06/05/2025 – All invoices were proposed by Cllr Everard and seconded by Cllr Spry.

    • 04/09/2024 Pet signs for either end of the village (Trish Chaisty) – the Highways have said no to the signs. Clerk to update. 

    • 004/04/2025 – Metal bollards for the green triangle on the Causeway – Clerk reported that highways state that issues at the location have not been severe enough to warrant metal bollards to be put at that location.

    • 008/04/2025 – Car parked on Main Street – There are two cars and they park half on the pavement and half on the road. Clerk to make contact with PCSO. 

    • 07/05/2025 – Extended Warranty on Laptop it was decided that we would wait until the current warranty ends we will then take out the extended warranty.  Proposed by Cllr Spry and Seconded by Cllr Melbourne.

    • 08/05/2025 – Insurance due 1st June Zurich £500 Clear Councils £650 I have contacted three other companies but they have not got back to to the clerk.  The Councillors decided that they will go with Zurich. Proposed by Cllr Everard and Seconded by Cllr Rue.  Clerk to speak to insurance company once we take out the quote what is covered public Liability.

    • Correspondence – 

    • 09/05/2025 – Planning have now included us on the notifications for the Biogas plant at Anwick.  The Parish Council will put something together regarding the plant. To be placed on next agenda

10/05/2025 – Also we have received an email regarding the location of the pylons they are being put in the surrounding area of North Kyme but not in North Kyme.  To be put on next agenda.

    • Planning – 11/05/2025 – 25/0512/PNH – Drove House North Kyme – Single storey rear extension. There are no objections to this planning application.

Meeting Closed at 20.24 – Next meeting – 11th June 2025.
